A cookie is a small text file that gets stored by the web browser of the user of a website. It keeps track of sites visited by the users and provides them with targeted advertising, assists a person shopping online, recalls a user’s choice for a specific website, or more broadly enhances a user’s experience when navigating or using a website.
Yet the use of cookies raises data privacy questions. Indeed the EU has become increasingly concerned about the storage and use of personal data (which in most cases is inherent to the use of cookies) and in particular targeted advertising.
Under the General Data Protection Regulation (GDPR), website owners that have a – even remote – link with the EU (say, because they target personal data in the EU) are required to seek the users’ active consent and inform them on how they use cookies.
